But as far as what they are telling us, I am not, I have to say, wholly convinced that 'they' are all 'singing from the same hymn sheet'.  There is a general belief that providers have to purchase diagnostic instruments to do that sort of thing for them.  There are I believe occasionally some logistic problems. For example, it takes a long time to get a thousand or so learners to sit down and type their answers onto a computer...
