The following is a response I posted to the Family Literacy list:
The Florida Department of Education Adult English for Speakers of Other
Languages program adapted a screening tool for literacy in 22 languages
that was first developed in the state of New York. It was adapted for
use in Florida programs by a team of Florida adult ESOL administrators
and instructors, so it may not be exactly what you seek.
The link is http://www.fldoe.org/workforce/pdf/vocscr.pdf. This is
being used by our ESOL programs to determine if a student is literate in
his or her home language before placing the student into an ESOL class
with students who are literate in their home language. The screening
tool has instructions on how to administer and score it.
