The National Institute for Literacy sought to strengthen reading and literacy across the lifespan, including the early elementary years. Research played a central role in this work, as directed by the Elementary and Secondary Education Act (as amended). The Institute:

- Communicated the findings to educators, families, and caregivers in plain language in publications such as Put Reading First: The Research Foundations for Teaching Children to Read and A Child Becomes A Reader: Kindergarten – Third Grade
- Studied kindergarten through third grade classrooms that use reading programs based on findings from scientific research
